Creating Healthy Homes: Rehabilitation Complete at Merry-Go-Round Cooperative

At SFCLT, we believe that stewardship means more than simply keeping our housing affordable—it means caring for our buildings and the people who live in them for generations to come.

Every building we operate is more than a century old, and part of our mission involves ensuring that these historic properties remain safe, healthy, and dignified homes for our residents.

That’s why we’re proud to announce the completion and official close-out of our rehabilitation project at 2976 23rd Street—known as the Merry-Go-Round Cooperative. This self-managed cooperative is one of SFCLT’s long-standing resident-led communities, and this project marks an exciting milestone in our ongoing effort to strengthen the health, comfort, and longevity of our housing portfolio.

The rehabilitation project brought long-needed upgrades and thoughtful improvements throughout the cooperative, including:

  • Beautifully resurfaced floors in select common spaces and bedrooms.

  • Wall and ceiling repairs and fresh interior paint in select common spaces and bedrooms.

  • New energy-efficient windows and new light fixtures for improved comfort and illumination.

  • Repairs and repainting of select doors.

  • New stair covers for safety and durability.

  • Replacement of damaged exterior siding and wood decking at the rear staircase for safety and longevity.

  • Upgraded kitchen features, including a new utility sink and freezer.

  • Electrical improvements with new circuit breakers to ensure reliable power and safety.

We’re especially honored to share that the Merry-Go-Round project received special recognition from the City and County of San Francisco’s Contract Monitoring Division for achieving an outstanding 91.24% Local Business Enterprise (LBE) participation—the highest level of LBE participation recorded on a private/public partnership project!

The City’s LBE program ensures that public investments stimulate the local economy and promote social and economic equity by directing a portion of project spending to locally owned small businesses. This achievement reflects SFCLT’s deep commitment to community reinvestment, equitable development, and supporting the local workforce that keeps San Francisco strong.

The Merry-Go-Round rehabilitation is one of the first projects in SFCLT’s three-year initiative to establish a Healthy Homes Standard across all our properties. This standard is designed to ensure that every SFCLT home supports residents’ physical and emotional well-being—with improvements that go beyond code compliance to promote safety, sustainability, and community connection.
